City seeking public comment for updated CDBG plan
The city is seeking public participation in a survey of community needs as staff completes the five-year consolidated plan for its Community Development Block Grant program.
This is not a new process as the city is required to submit a five-year consolidated plan to the U.S. Department of Housing and Urban Development every five years. The city last adopted a consolidated plan in 2020.
The city also completes an annual action plan process every year, including a community needs hearing conducted during a City Commission meeting.

The five-year comprehensive plan process includes the community survey and two public engagement sessions, which are coming soon, according to city staff.
The comprehensive plan sets priorities and funding categories for the next five years, and includes a citizen participation plan that outlines how the city will change or amend the plan, and notify the public throughout those years.

The annual action plan takes priorities from the five-year plan and further breaks them down, setting up funding buckets.
Throughout the year, an internal committee of city staff review and score applications for CDBG funding to make recommendations to the City Commission.

The city recently received its grant agreement for this year’s CDBG and HOME allocations, which will be on the next commission agenda, according to Sylvia Tarman, the city’s CDBG manager.
The city is receiving $777,762 in CDBG funds and $231,257.10 for HOME funds.

Tarman said the city is adjusting their program to fun October through September, which aligns with the federal fiscal year, to allow for the completion of big construction projects during the summer. The city’s fiscal year runs July 1 through June 30.
Tarman said the city has two major public works projects currently underway and a few smaller applications under review, so the city shouldn’t have any issues meeting the timeliness rules, which are requirements for the city to expend a certain percentage of its allocation with a set timeline.
