Commissioners approve contract change for Civic Center HVAC

City Commissioners unanimously approved a $65,971.22 change order for Civic Center renovations during their Feb. 20 meeting.

The contract was awarded to Wadsworth Builders using American Rescue Plan Act, or federal COVID relief, funds.

It’s the first change order for the project that was initially awarded in March 2023 and brings the new project total to $1,192,671.22.

Civic Center façade project now complete

The project for partial HVAC renovations in the Civic Center is upgrading the system throughout the building to increase efficiency and operability, according to staff.

Since the project was awarded, significant changes have been planned for the Missouri Room to remodel the space for Municipal Court and the HVAC design had to be changed.

The court is currently in the basement of the Civic Center.

The HVAC renovations for the Civic Center were identified as a top tier project for ARPA funds in the spring of 2022.

City staff awarded the design contract to Cushing Terrell for a comprehensive design to increase efficiency throughout the building.

The change order includes sizing down and adding HVAC units; realigning mechanical ducting and hydronic piping; realigning electrical wiring and panels; and additional mechanical penetrations and curbing through the roof on the north end of the roof, according to the staff report.

The change order also includes some scope reductions in other areas, as city staff and Cushing decided that the units planned for the Mansfield Theater and lobby area would likely not be needed as the hallway units installed last year are performing well and keep that area comfortable as is, according to the staff report.

The change order includes all of the known HVAC work for the current Municipal Court design n the Missouri Room, “as city staff and Cushing Terrell thought it would be the most beneficial and cost effective to complete all of the HVAC work under the current contract, rather than try to include HVAC work in the court construction project,” according to the staff report.
