The lower cost was due to better-than-expected subsurface conditions, requiring less excavation and structural fill than anticipated.
The project completed street reconstruction on 6th Avenue South, 7th Avenue South and 4th Street South adjacent to Carter Park; and brought the northwest corner of 6th Avenue South and 4th Street South into compliance with Americans with Disabilities Act, or ADA, standards.

Commissioners approved federal Community Development Block Grant funds for a preceding Carter Park sidewalk project last summer to replace sidewalk segments on three sides of the park, reconstruct the sidewalk across from the park, and upgrade 14 corners around the park to ADA
standards.
The second project upgraded the remaining corners adjacent to the park, bringing them into ADA compliance.

The project rebuilt the roads from the base. Previous pavement conditions varied, but all three blocks had notable drainage issues that were corrected with the project, according to the city.
City engineers completed the design-phase engineering, including preparation of plans and specifications, and provided construction-phase services and project inspection.
The two‑year warranty period began on April 21, the date of substantial completion.
The project was funded with street and stormwater funds.
