City finalizes stormwater improvement project

City Commissioners approved final payment during their Jan. 20 meeting for the 5th Street and 10th Avenue South storm drainage crossing.

The final payment is $44,409.37 to Ed Boland Construction and $448.58 to the state miscellaneous tax fund.

The project increased capacity of the existing storm drain on 5th Street South between 10th Alley South and 9th Avenue South, reducing surface ponding at the intersection of 5th Street South and 10th Avenue South, according to the city.

City approves contract for ongoing downtown stormwater project [2025]

Commissioners approved a $948,620 contact to Ed Boland Construction in April and substantial completion was reached in November.

The final project cost is $897,159, or $51,461 less than the total contract amount.

The lower final contract amount resulted from better-than-expected existing conditions, reducing the need for Type 2 bedding typically used when groundwater is encountered. The contractor was also able to preserve and reuse an existing storm inlet concrete apron, according to the city.

The project was done in two phases to address recurring flooding within the 9th Avenue South basin.

The first phase focused on intercepting localized ponding near 5th Street South and 12th Avenue South by extending storm drain infrastructure and adding inlets to prevent runoff to adjacent private properties.

The second phase expanded system capacity at the downstream low point by adding a second storm drain crossing under 10th Avenue South, reducing surface ponding and improving overall drainage during larger storm events, according to the city.

City approves property purchase for future stormwater pond [2025]

City engineering staff oversaw project management, conducted quality control and performed density testing of backfill during construction.

Great West handled project construction, assisted with public outreach and provided engineering support.

The project was funded through the stormwater fund, which is an enterprise fund comprised of user fees.
