City to consider contract for ADA sidewalk improvements
City Commissioners will consider Tuesday whether to award a $153,190 contract to David W. Kuglin Construction for a sidewalk project on a portion of 13th Street North.
The project is to provide an Americans with Disabilities Act accessible route and improve the public right of way in a low to moderate income neighborhood as identified by the Community Development Block Grant census.
This project is being funded with CDBG and city fuel tax funds.
The project area was identified using CDBG census information, the ADA Public Right of Way Transition Plan handicap ramp replacement schedule and stakeholder input, according to the city staff report.
Existing non-compliant curb ramps and alley aprons will be replaced along 13th
Street from 2nd Avenue North to 5th Avenue North to create a route from the C.M. Russell Museum and surrounding neighborhoods to a city park and an existing accessible route running east to west along 2nd Avenue North.
As a result of the ADA handicap ramp upgrades, existing storm drainage inlets and street radii will also be improved, according to the city staff report.
The construction activity will require temporary closure of 13th Street North at the intersections of 3rd and 4th Avenues North; and intermittent closures to 3rd, 4th and 5th Alley North. Construction activity will also require temporary closure of the sidewalks at the intersections under construction along 13th Street. Access to residences and businesses adjacent to the construction zones will be maintained, according to city staff.
This project consists of replacing about 700 lineal feet of integral concrete curb and gutter; 18,000 square feet of four-inch concrete sidewalk; 3,700 square feet of six-inch concrete sidewalk and valley gutter; 24 truncated domes; 3,700 square feet of sod; 270 lineal feet of storm drain piping and 8 storm drain inlets.
The project contract time is 35 calendar days.
The city street division will patch the street pavement following the ramp and drainage improvements.
Design phase engineering and plans and specifications were completed by the city engineering staff, which will also provide construction phase engineering services and project inspection.
The city received three bids for the project ranging from $153,190 to $194,775.
David W. Kuglin Construction submitted the low bid.
