The city planning board voted unanimously during its Sept. 22 meeting to recommend approval of annexation and zoning for Lifestyle Estates subdivision.
Staff recommended approval of the project, which would develop 2.65 vacant acres into seven lots of varying sizes for single-family housing at the corner of Central Avenue and 46th Street.
The project will next go before the City Commission for final consideration.

Raegen Breeden owns the property and the nearby Play ‘n’ Learn Academy on 2nd Avenue North.
Breeden’s application includes a planned unit development zoning for the property, as well as the smaller lot to the south, which is already in the city limits and zoned R-3 single-family high density.
The PUD zoning would allow for a variety of lot sizes, including lots smaller than the required 7,500 square feet in the R-3 district.
The larger lots would be allowed to have larger accessory structures, up to 3,000 square feet, according to the city staff report.
Breeden owns the southernmost lot, which already contains a home, and plans to build a shop up to 3,000 square feet. Under the current R-3 zoning, the shop would be limited to 2,500 square feet of accessory structure area, according to city staff.

“The goal of the project is to provide additional homeownership opportunities, support growth, and facilitate infrastructure improvements that benefit both future residents and the surrounding community,” according to Breeden’s application.
One phase of construction is proposed for the seven-lot subdivision, which is located across the street from Meadowview Village, which was approved for annexation into the city last summer and is under construction.
As part of the project, the developer will improve the roadway and curbing along 46th Street South and Central Avenue adjacent to the property. Sidewalks and boulevard landscaping will also be installed. The developer will maintain those improvements under the proposed annexation agreement.

The developer is also required to extend water service to each lot and connect to the existing city water mains, and connect all buildings on the property to city sanitary sewer, with the developer paying those costs, according to the staff report.
City staff expects the project to generate minimal traffic for the proposed seven lots. The city’s threshold for a formal traffic impact analysis is 200-300 peak-hour trips, which isn’t met for this project and is not required, according to city staff.
Neighborhood Council 4 discussed the project during their Aug. 27 meeting and didn’t take a vote, but “the general consensus was that the project would be a benefit to the community,” according to the staff report.

The proposed project would be an infill parcel in an area already served by city services.
Breeden has partnered with the Meadowview Village developers to utilize their infrastructure for 46th Street South and stormwater.
“This arrangement allows the proposed development to connect to infrastructure being provided as part of the adjacent subdivision and limits the need for separate infrastructure improvements to serve the property,” according to city staff.
Woith Engineering is working on the project and in the narrative submitted to the city, stated that Central Avenue would be widened to improve roadway safety and pedestrian access and that “water and sewer services for the proposed lots will be installed in coordination with infrastructure improvements associated with the adjacent Meadowview Village subdivision, providing an efficient extension of municipal utilities.”
